Resumption of Large-Scale Housing Projects in Madrid’s Suburbs

Large residential construction projects, previously put on hold, are resuming in the suburbs of Madrid, including Seseña and Valdeluz. In Seseña, located about 40 kilometers south of the capital, developer Impact Homes is implementing a project of 156 apartments scheduled for completion in 2025. The original development plan envisaged the construction of around 13,000 apartments, of which approximately 5,000 have been built to date. 

According to official data, Madrid’s population increased by 140,000 people in 2024. In the same year, about 20,000 building permits were issued, while the housing shortage is estimated at 80,000–100,000 units. The city’s plans call for the construction of 110,000 new homes by 2028. 

In Seseña, preparations are underway for the Parquijote project, which will include a logistics park and 2,200 housing units, with an estimated investment volume of €2.3 billion. In Valdeluz, located about 75 kilometers east of the capital, the population is forecast to grow by 50% over the next four years. 

The revival of these projects is linked to growing housing demand in outlying areas and the implementation of large-scale, integrated development plans.

The resumption of construction in Seseña and Valdeluz is unlikely to quickly solve Madrid’s housing shortage. Large-scale plans often face delays in infrastructure development and permitting, especially in peripheral zones. Given the current gap between supply and demand, new projects may be absorbed by the market even before completion. Risks of suburban price overheating and pressure on transport networks remain significant.
